There are two different applications to participate in the English Speaking Nation: Secondary Teacher Training (ESN:STT) program: one for Core Teacher Trainers (CTs) and one for Regional Peer Mentor-Teachers (RPMs).
To be considered for the program, please submit a complete application packet to American Councils by the following deadlines:
- Deadline for Cohort II Core Teacher Trainers (CTs): EXTENDED TO November 11, 2020, at 5 p.m. (Uzbekistan Time)
- Deadline for Cohort II Regional Peer Mentor-Teachers (RPMs): November 30, 2020, at 5 p.m. (Uzbekistan Time)
Eligibility Criteria
Competition for becoming a Core Teacher Trainer (CT) is merit-based and open to anyone who:
- Is a citizen of Uzbekistan and is currently living in Uzbekistan;
- Is currently a full-time faculty member, teacher trainer or teacher of English as a Foreign Language in a teacher training institution or a secondary school;
- Has at least a bachelor's degree;
- Has a minimum of three years of secondary school teacher training experience;
- Demonstrates good knowledge of written and spoken English to be tested through an English test administered by American Councils;
- Demonstrates a commitment to providing teacher training for a minimum of three years after completion of the program;
- Is able to fully commit to all the program’s major activities;
- Has submitted a complete application package (please see Application Checklist).
Competition for becoming a Regional Peer Mentor-Teacher (RPM) is merit-based and open to anyone who:
- Is currently living in Uzbekistan;
- Is currently a full-time teacher in a public school or faculty member working in a higher education institution;
- Has at least a bachelor's degree;
- Is able to fully commit to all the program’s major activities;
- Has submitted a complete application package (please see Application Checklist).
Applications not meeting the above technical eligibility requirements will not be forwarded to the selection committee.
Current American Councils employees and consultants and their immediate family members (spouses, parents, children, and siblings) are not eligible to compete in any American Councils-administered grant programs, either as individuals or as the responsible party representing an institutional applicant.

Selection Process and Criteria
The English Speaking Nation: Secondary Teacher Training (ESN:STT) program in Uzbekistan is conducted as a merit-based, open competition. After the deadline, all eligible applications will be reviewed by a panel in Uzbekistan and in the United States. Selected semi-finalists will be invited to take an English test and participate in an interview in Tashkent, conducted by a bi-national committee of specialists and U.S. embassy representatives. An independent, U.S.-based selection committee will conduct a final review of applicants with top interview results and English test scores. American Councils staff provides administrative support only and will not vote in the final selections.
The applicants will be selected based on the following criteria (not in order of importance):
- Professional and educational experience and achievements;
- Demonstrated leadership potential;
- Preparedness (including maturity, flexibility, and ability to function independently) for participation in an intensive training program;
- Demonstrated commitment to current pedagogy and willingness to adapt methodology;
- Willingness to conduct extensive trainings in Uzbekistan for English teachers, including those based in remote regions;
- English language skills adequate to conduct a full training course in English, as well as to develop training materials and action plans (a minimum score of 500 on the paper-based TOEFL or its equivalent is required for program participation for CTs and a minimum score of 450 on the paper-based TOEFL or its equivalent is required for program participation for RPMs);
- Potential to influence educational and curriculum reform in Uzbekistan.
The application process is competitive, as is the post-selection process. Due to the volume of applications received, American Councils will not forward explanations to those applicants that were not chosen as program finalists. Please see the program timeline for additional details.
Please note that if selected, candidates will be asked to sign a contract with the MoPE ensuring a three-year minimum commitment.
Application Checklist
A complete CT application packet includes:
- A signed copy of the Disclaimer: Privacy Policy/Consent for Personal Data Processing
- A complete typed Application Form
- A signed copy of the Application Certification Statement
- A copy of the applicant's diploma(s)/certificate(s) and their English translations, if not in English
- A copy of the applicant's local passport
- A recent passport-size photograph of the applicant
- A resume written in English that is no more than two pages long (please see the sample)
- Completed recommendation form and letter, in English or with an English translation
A complete RPM application packet includes:
- A signed copy of the Disclaimer: Privacy Policy/Consent for Personal Data Processing
- A typed or handwritten (clearly written) Application Form with all answers and prompts completed
- A signed copy of the Application Certification Statement
- A copy of the applicant's local passport
- A copy of the applicant's diploma(s)
Application Instructions
Incomplete applications will not be accepted (please see Application Checklist for application requirements);
- Unless otherwise noted, please answer all questions in English;
- If a question does not apply to you, please enter N/A (not applicable);
- Include country and city codes before all telephone and fax numbers;
- There is a limit to the number of attachments that may be included per question; if more than the requested number are submitted, the application may be disqualified;
- Additional materials (such as student work or handouts) should NOT be included;
- Materials that require technical equipment (such as audio or videotapes) will not be reviewed by the selection committee.
Recommendations
CT applicants must include one completed recommendation form from a person who is familiar with the applicant’s professional work. Recommendations may be from colleagues or supervisors. A family member may not write the recommendation. Please provide an English translation of the recommendation letter if it is not written in English.
Recommendation letters submitted separately or submitted after the deadline will not be accepted.
